When Badlands became a national monument in 1939, roughly 70 miles of roads were accessible. Though the paths were rough, travelers turned from smooth highways by the thousands to see the scenic monument. Negative criticism brought the first hard surface to the road in 1948, and with the creation of the Mission 66 program in 1956, funding finally afforded paving for the entire Badlands Loop Road.
