The Needles Highway was the brainchild of Peter Norbeck, who sought to lead tourists to the grandest views possible in the Harney Mountain Range. By typical standards, the chosen route was virtually impossible to construct. Road engineer Scovell Johnson, however, told Norbeck that it could be done with enough dynamite. With no less than 150,000 pounds of the explosive, Norbeck’s road became reality.
